Abstract:

It was 1995 when Japan was hit by adevastating earthquake named 1995 Kobe earthquake.  A scenery of collapses after collapsesrevealed that our cities were vulnerable with many existing stocks which werenot constructed in most recent design and construction.  Various efforts in both the public andprivate sectors were implemented after the earthquake to upgrade our oldinfrastructures and buildings as well as to make our construction technologiesmore advanced for the creation of stronger and more durable societies.  A notable effort along this line was theconstruction and operation of a very large shaking table nicknamed E-Defense.  The presenter served as the inauguratingdirector of E-Defense and supervised over forty full-scale or large-scaletests.  A few representative tests areintroduced, together with the backgrounds of those tests as well as with thedifficulties associated with large-scale testing.   Sixteen years have passed since 1995 Kobe;then Japan was severely hit again by a huge tsunami and earthquake named 1995Tohoku earthquake.  Thanks to theadvancement of seismic design and construction, performance of buildings andinfrastructural systems was generally satisfactory, but a huge rupture offaults generated an unprecedented tsunami disaster.  As lessons from the Tohoku damage, twoissues, one “quantification of collapse margin for consideration of performancebeyond the forces stipulated in design” and the other “immediate conditionassessment for continuity of life and business”, were disclosed as seriousproblems to overcome in the field of structural engineering.  A national project utilizing E-Defense waslaunched along this line, in which the presenter served as the principalinvestigator.  The outline and majorresults of the tests, including a 18-story steel high-rise office building anda 5-story RC apartment building, are summarized, and major findings arepresented.
